Subjects include but are not limited to the following- publications and reports regarding water development in the Jordan Valley; marking of borders; Jordan River diversion project; sabotage and retaliation; Banat Yacoub Canal; Dr. Bunche's visits to UNTSO and Gaza; Lake Tiberias; Latrun; incidents between Israel and Syria; and negotiations with authorities in Israel, Syria, Jordan, and Egypt. Information Management and Public Information

The title of S-1889 was drawn from two function series of the “Peacekeeping Headquarters Retention Schedule,” v. 2, August 2011, Department of Peacekeeping Operations (DPKO) and Department of Field Support (DFS): Information Management (PKH.INM) and Public Information and Communications (PKH.PUC).

S-1889 contains records relating to the creation, management and dissemination of DPKO and DFS materials that promote the department’s work (PUC). S-1889 also contains records relating to the management of records, information and knowledge in field missions; the use of communication systems and information technology in field missions; and geodata and cartography in field missions (INM).

Records consist of memoranda and briefs about: policy for records management at DPKO headquarters and in field missions; cooperation between DPKO and the Department of Public Information (DPI); and relations between DPKO and the media. Additionally, there are DPKO-issued standard operating procedures on such topics as the reporting of casualties, the submission of situation and incident reports, and public briefings relating to sexual exploitation and abuse in peacekeeping missions.

Also included are: press releases issued by peacekeeping missions; media digests and analyses of national and international news sources, compiled by the Public Information Offices of peacekeeping missions; and plans for the communications infrastructure in peacekeeping missions. Maps and graphical sketches of the peacekeeping host country depict: the deployment of Military Observers, Member State-supported contingents, and mission Team Sites; disarmament sites; zones and areas occupied by military factions; and sectors and geo-political boundaries.

Records of S-1806 consist of: operations orders; correspondence between the Head of the Military Division and the Head of the Mission on military operations; summaries and notes of meetings between representatives of the Armed Forces of El Salvador (FAES), the Farabundo Marti National Liberation Front (FMLN) and ONUSAL; reports on paramilitary training; reports of weapons found in guerilla shelters and tunnels (tatús), and other locations; project documents for the Plan for the Prevention of Accidents from Mines (PAM) and Operation “El Salvador Sweep”; reference documents describing weapons designated for destruction; records pertaining to suspected political assassinations; and press clippings.

Disarmament, Demobilization and Reintegration Support

S-1809 contains records pertaining to the disarmament, demobilization and societal reintegration of former combatants.

Reintegration Section
Included are documents pertaining to reintegration programs overseen by ONUSAL, the Government of El Salvador and non-governmental organizations whose objective was to assist former combatants into civilian life. These include: programs for the war-wounded and war-disabled; training programs on agriculture and industry; programs for re-enrollment in schools and universities; a program to distribute housewares and farming tools; and the rural and urban human settlements program, the purpose of which was to facilitate resolution of multiple claims to land plots.

Other records consist of: reports on medical services provided to the war-disabled; summaries of meetings between ONUSAL and representatives of the Medical Attention for the Disabled (AMED) Project and the Secretariat for National Reconstruction (SRN); correspondence between ONUSAL and the Salvadoran Association for Disabled War Veterans (ASALDIG); summaries of meetings of working groups for the war-disabled in hospitals; memoranda and reports on minors in the Farabundo Marti National Liberation Front (FMLN); correspondence between AMED representatives and representatives of the January 16 Foundation, a non-governmental organization working to reintegrate former combatants; and papers concerning the mental health of former combatants.

Reintegration Section, Regional Office of Chalatenango
Included are lists, tables and statistics relating to the activities of the Land Bank. The documents provide information about names, locations, sizes and monetary value of the properties transacted by the Land Bank. Also included are tables and statistics on the demobilization of the National Police (PN); and notes to the file on meetings between ONUSAL officials and National Police officials on demobilization and reintegration programs.

Reintegration Section, Regional Office of San Miguel
Records consist of: descriptions of training programs for former combatants; progress reports and implementation summaries on reintegration programs; and summaries of meetings on the implementation of agriculture programs. Records pertaining to microloan programs include: program descriptions; implementation tables; and statistics.

Another set of records concerns the return of exiled mayors (alcaldes) in the departments of San Miguel, La Union, Morazan and Usulutan under the auspices of ONUSAL. These consist of: summaries on the status of mayors in municipalities; chronologies of events relating to the exile and return of mayors; discussion papers on the return of exiled mayors; summaries of meeting of exiled mayors; summaries of meetings of municipal councils; reports and summaries of meetings on the restoration of public administration in former conflict zones; and information sheets on municipalities detailing population figures, displaced persons, infrastructure, and local government.

Reintegration Section, Regional Office of San Salvador
Records relate to the 15 demobilization zones created for members of the Farabundo Marti National Liberation Front (FMLN). Documents include: agenda and summaries of meetings between representatives of ONUSAL, the United Nations Development Programme (UNDP), FMLN, and the Government of El Salvador; correspondence between the Head of Mission and the Regional Coordinator of San Salvador concerning demobilization zones; reports from UNDP on program implementation; maps; and descriptions of the program and papers about its education and health aspects.

Reintegration Section, Regional Office of Santa Ana
Records consist of: lists of registered properties in the Land Transfer and Reintegration Program and summaries of meetings of the Special Agrarian Committee of the National Commission for the Consolidation of Peace (COPAZ). Subfiles on properties in the departments of Ahuachapan, Santa Ana, and Sonsonate, consist of: correspondence with agricultural associations; complaints pertaining to the ownership, seizure and illegal occupation of properties; chronologies of events pertaining to the transfer of ownership of properties; and notes to the file submitted by Political Affairs Officers.

Reintegration Section, Regional Office of Usulutan
Records consist of: correspondence from mayoralities (alcaldias) and agricultural associations; and reports by the Land Team on visits to properties, verification of complaints and meetings with cooperatives.

Office of the Special Representative of the Secretary-General

S-1116 contains the records of the Office of the Special Representative of the Secretary-General (SRSG), which includes the Office of the Senior Legal Adviser, the Office of the Child Protection Adviser, and the Human Rights Section.

Records of the Office of the SRSG include the office’s central registry files. These files consist of the SRSG’s public addresses and correspondence, as well as documents pertaining to the Working Group on the Utilization of United Nations Resources (Regional Approach). Correspondents of the SRSG include the government of Sierra Leone, diplomatic missions and UN agencies, the Economic Community of West African States (ECOWAS), the Revolutionary United Front (RUF), the Truth and Reconciliation Commission (TRC) and the Special Court for Sierra Leone.

Records of the Office of the Senior Legal Adviser consist of correspondence and legal briefs concerning a variety of subjects including: UNAMSIL offices and building rentals, thefts, labor strikes, human remains, allegations of sexual exploitation and abuse, and the Yenga border dispute. Also included are notes and advisory opinions of the Senior Legal Adviser to the SRSG and investigations into aircraft crashes. Documents from crash investigations include crash site assessments, witness statements, Board of Inquiry proceedings, medicolegal and autopsy reports, death certificates, movement of personnel request forms, and aircraft accident response procedures. S-1116 also includes proceedings of the Special Court for Sierra Leone and documents pertaining to United Nations assistance and cooperation with the International Criminal Court.

Records of the Office of the Child Protection Adviser consist of: situational analyses; meeting minutes; program and workshop proposals; and reports and papers pertaining to the status of children, including child soldiers and foster children in Sierra Leone. The Office of the Child Protection Adviser also documents the activities of the Children’s Forum Network; the National Steering Committee for Military Training on Child Rights and Child Protection; the National Commission for War Affected Children (NACWAC); and the National Committee on Disarmament, Demobilisation and Reintegration (NCDDR) during UNAMSIL’s mandate.

Records of the Human Rights Section consist of monthly reports; daily human rights reports from UNAMSIL sectors and local non-governmental organizations (NGOs); reports from the Truth and Reconciliation Commission (TRC); reports from the High Commissioner for Human Rights; and subject files. Topics of subject files include the training of personnel; the Human Rights Stakeholders Conference held in December 2005; and the National Forum for Human Rights.

Office of the Deputy Special Representative of the Secretary-General for Operations and Management – Division of Administration

S-1117 contains records of the Board of Inquiry (BOI) Unit, the Medical Services Section and the Office of the Chief of Administration.

Records of the BOI Unit consist of reports from the Headquarters Board of Inquiry, the Regimental Board of Inquiry and the Contingent Board of Inquiry. These reports include convening orders; incident reports; proceedings; voluntary and witness statement forms; transcripts of interviews and court proceedings; medical and autopsy reports; memoranda regarding United Nations policy; and the findings and recommendations of the Board of Inquiry. The cases concern incidents which resulted in damages to UNAMSIL personnel or property or which were purportedly caused by UNAMSIL personnel. Incidents include traffic accidents, property damages, thefts, injuries, deaths (both accidental and suspicious), and rapes.

Records of the Medical Services Section consist of patient files from the UNAMSIL medical clinic; and entry, periodic and exit exams performed by the UNAMSIL medical clinic. All patient names are present in TRIM in the “Notes” field at the folder level.

Records of the Office of the Chief of Administration include the following: memoranda, notes, briefs and weekly reports sent from the Chief Administrative Officer (CAO) to the Special Representative of the Secretary-General (SRSG); minutes of senior staff and other administrative meetings; memoranda exchanged between UNAMSIL and the Special Court for Sierra Leone; and memoranda of understanding (MOU) between the United Nations and countries participating in UNAMSIL. Records also include the Chief Administrator’s monthly reports to UN headquarters in New York and documentation of UNAMSIL’s management of Lassa fever.
