The MONUA peacekeeping mission maintained the files of two of its predecessor missions – UNAVEM II and UNAVEM III - and added records to those files until mission closure. Files for predecessor missions are searchable in S-1037 by date.

Human Rights Division / UNAVEM III and MONUA
Records of the Human Rights Division consist of: weekly situation reports from Human Rights Officers sent to the Special Representative of the Secretary-General (SRSG); summaries of meetings held by the Chief of the Human Rights Division; reports of investigations carried out by Human Rights Officers; reports of Human Rights Officers’ visits to prisons; agendas and summaries of local seminars and workshops on human rights; and field reports of Human Rights Officers sent to the Chief of the Human Rights Division, which document local human rights violations, mission support for the rehabilitation of a fair judicial system, and the mission’s promotion of local human rights campaigns. Also included are questionnaires and results of MONUA’s “Lessons to be Learned Survey” conducted in 1998, which gathered perceptions of human rights related issues from Human Rights Officers, Political Affairs Officers, Military Observers, Civilian Police, and other personnel upon departure from the mission.

The Production Unit of UNTAC's Information/Education Division was one of the Division's four principal units, the other three being Analysis/Assessment, Dissemination, and Control (originally a part of Analysis/Assessment). The Production Unit was composed of three principal sections: Radio, TV/Video, and Print/Graphics. The Radio Section operated Radio UNTAC, which, at its peak, broadcast fifteen hours a day. Both the Radio and TV/Video Sections produced programmes dealing with issues such as political parties, political violence, voter registration, the Special Representative's activities, and the like. Prints/Graphics published and/or printed materials ranging from comic books to government documents to posters.

The series consists principally of the records of the TV/Video Section. Records include television and video programme scripts, completed viewer feedback forms, and miscellaneous working papers grouped by subject matter (UNTAC documentary, SNC meetings, video production, women in Cambodia, and UNHCR). Series is arranged in no apparent order.

UNTAC Military Component Boards of Inquiry (BOI) were convened to make decisions regarding injuries, property damage, and property loss in which UNTAC military personnel were involved. In cases [in progress] where military personnel of a formed unit were involved, the Formed Unit Commander concerned, in consultation with the Chief Military Personnel Officer (CMPO), would convene a Formed Unit Military Boards of Inquiry. Where the person involved was either a UN military observer or other military personnel not of a formed unit, the Force Commander, in consultation with the CMPO, would convene a Non-Formed Unit Military Boards of Inquiry. Serious incidents were referred to a Headquarters Boards of Inquiry for further investigation and action. UNTAC's Boards of Inquiry Unit administered all Boards of Inquiry on behalf of the Special Representative of the Secretary-General; accordingly, it was the custodian of the Military BOI records.

Series consists of final reports and supporting documentation of the Formed Unit and Non-Formed Unit Military Boards of Inquiry. Supporting documentation includes: witness statement forms, BOI convening orders, interoffice memoranda, accident/incident reports, security statement forms, security investigation reports, damage/discrepancy reports, medical reports, incident sketches and photographs, UNTAC repatriation forms, clearance certificates, movement of personnel forms, UNTAC Civilian Police Special Investigation Section case reports, provisional condemnation certificates, and caution statement forms. Subjects include theft, traffic accidents, equipment damage, and assaults. The series is arranged alphabetically by UNTAC personnel surname, irrespective of personnel's unit affiliation.

Human rights

The title of S-1886 was drawn from the function series Human Rights (PKH.HRT) from the “Peacekeeping Headquarters Retention Schedule,” v. 2, August 2011, Department of Peacekeeping Operations (DPKO) and Department of Field Support (DFS).

S-1886 contains records documenting the administration and coordination of human rights activities in peacekeeping missions.

The records include daily reports of the Human Rights Division of the United Nations Operations in Burundi (ONUB), which cover: the activities of Human Rights Officers (HROs); the administration of justice and developments of major trials observed by Division officials; major incidents of alleged abuse by the police and by the Forces de défense nationale (FDN), killings and arbitrary executions, sexual violence, local crime; prison visits; and human rights protection capacity-building activities. Also included are two reports prepared by the ONUB Human Rights Division about the human rights situation in Burundi, which cover the period from June 2004 to May 2005.

Other records include: memoranda and letters about the coordination of the High Commissioner for Human Rights with the United Nations Mission in Bosnia and Herzegovina (UNMIBH); and a speech delivered by Mary Robinson, High Commissioner for Human Rights, at the International Symposium on Strengthening Human Rights Field Operations, held in Bonn on 26-27 May 1998. There are also records documenting the activities of the Committee on Mission Persons (CMP), of the United Nations Peacekeeping Force in Cyprus (UNFICYP) from 1992 to 1999. The CMP records primarily concern the effectiveness and administration of the Committee, and an audit of the Committee completed in April 1996.

Legal Section
The UNOMIL legal records detail the development of mission-related legal agreements.

Several legal agreements between UNOMIL and Liberia are present in the records, such as Status of Mission Agreements (SOMA); Status of Forces Agreements (SOFA); and Memoranda of Understanding (MOU). Also included are lease agreements pertaining to the UNOMIL Headquarters (Hotel Africa) in Monrovia, Liberia.

The records also contain memoranda exchanged between Under-Secretary-General for Peacekeeping Operations Kofi Annan and Special Representative of the Secretary-General (SRSG) Anthony Nyakyi, describing the implementation of the 28 December 1994 Accra Agreement and the 19 August 1995 Abuja Agreement.

Also included is a legal chronological file, containing memoranda exchanged between the UNOMIL Legal Officer and other UNOMIL officials: SRSG; Chief Administrative Officer (CAO); Chief Financial Officer (CFO); and Chief Procurement Officer (CPO). Documents of note in the chronological file are communications between the Legal Officer and the Special Representative of the Secretary-General (SRSG) and/or the Chief Administrative Officer (CAO), regarding the development of mission-related legal affairs and agreements such as: drafts of lease agreements for UNOMIL Headquarters; draft MOU; and preliminary, interim, and final reports prepared by the UNOMIL Ad-Hoc Committee of Inquiry about the Sinje Massacre that took place on 28 September 1996 in Singe, Grand Cape Mount County.
